Minutes

Chairperson Engel called the Special Meeting to order at 5:30 p.m. in the Town Hall Meeting Room.

Executive Session - Personnel Matters:
To Discuss the Appointment of an Acting Interim Town Manager

A motion was made by Mr. Goff, seconded by Mr. Tuttle to enter Executive Session at 5:31 p.m.  Voted (5-0).

Present in this portion of Executive Session were Chairperson Melissa Engel, Vice Chairman John Tuttle, Council Members Chatham Carillo, Christopher Goff and Barbara Moore.  Also present were Town Attorney Jean D’Aquila, Human Resources Coordinator Lisa Seymour and Finance Director Jeff Jylkka.

Executive Session ended at 5:40 p.m.

The public portion of the meeting began at 5:43 p.m.

A motion was made by Ms. Moore, seconded by Mr. Tuttle, to appoint Anne McKinney as the Acting Interim Town Manager with the following provisions:  rate of $50 per hour, no benefits, no vacation, no sick time, work days Tuesday, Wednesday and Thursday and will be available by phone or in person in the event of emergency on Monday and Friday.  Voted (5-0).

Executive Session – Personnel Matters:
To Discuss the Discipline Issued to Sgt. Garritt Kelly on August 24, 2011

Strategy/Negotiations with Respect to Collective Bargaining:
To Discuss the Pending Settlement Offer from Police Union Regarding Sgt. Green (ITEM TABLED)
To Update the Council on Status of Pending Contract Negotiations with Police Union

A motion was made by Mr. Goff, seconded by Ms. Carillo, to enter Executive Session at 5:47 p.m.

Present in this portion of Executive Session were Chairperson Melissa Engel, Vice Chairman John Tuttle, Council Members Chatham Carillo, Christopher Goff, Barbara Moore, Acting Interim Town Manager Anne McKinney, Town Attorney Jean D’Aquila, Labor Attorney Lisa Lazarek and Chief Matthew Reimondo.

Executive Session ended at 6:24 p.m.

A motion was made by Mr. Goff, seconded by Mr. Tuttle, to adjourn the meeting at 6:25 p.m. Voted (5-0).
